Regulations; business license or permit.

1. A department may adopt regulations that do not conflict with, or are more comprehensive than, the provisions of this chapter or with the standards adopted by the department and promulgated by regulations by the department.
2. This chapter does not limit the department's ability to require a registrant to obtain any business license or permit that the department finds appropriate.
